In 2004-2005, prior his assumption of the Chief Justiceship on December 21, 2005, then Associate Justice Panganiban was concurrently the Chairman of the House of Representatives Electoral Tribunal. The HRET is the constitutional agency empowered to be the “sole judge of all contests involving the election, returns and qualification” of members of the House of Representatives.
